Foreign Koryo-saram nationals from former Soviet countries who hold an F-4 visa, have lived in Chungcheongbuk-do for at least one year as of the notice, and are currently enrolled in a bachelor’s or master’s programme at a university in the province. PhD students are excluded. At least one parent or ancestor must previously have held Korean nationality; reliable ancestry documentation is required. No numerical GPA or language-score minimum is stated in the reviewed plan.
The reviewed Chungbuk National University department route closed June 25, 2026; other university deadlines are not established by this notice. Apply through your university for presidential nomination and institute committee review. Submit signed application, presidential recommendation, privacy consent, enrollment and domestic residence certificates issued June 18, 2026 or later, passport, your own bankbook copy and reliable Koryo-saram ancestry proof. The plan targeted 24 recipients, subject to eligibility review; this is not a confirmed final recipient count. No later application call is established here.
